Road section traffic state determining is the important foundation to realize intelligent traffic. The characteristic of floating car traffic information is found on the principle of collection information, Sample size demand of floating car traffic information is obtained, the average travel speed of the floating car can be computed which is the determinant standard for partitioning different traffic states, so the traffic state determining model based on the Rough Set theory is built, Support degree of support subsets is gained by attribute discretization and reduction, Importance account of attributes, obey the decision-making rules, finally an example is given to show the feasibility and availability of the determining Model.
