The Port of Houston Authority's (PHA) Bayport Terminal development is located in southeast Harris County on Galveston Bay. The total proposed Bayport development is approximately 1,100-acres of which the current Phase 1A development is approximately 60-acres of container yard, with additional acreage for associated utility infrastructure. The site lies within the jurisdictions of the Cities of Pasadena and Seabrook. Phase 1A development is within the City of Pasadena. The "modern" history of the Bayport site begins with the Port of Houston Authority (PHA) purchasing various properties prior to 1960. The Bayport Barge Channel was dredged in 1965 and then enlarged to the current 40' deep Ship Channel in 1974. From then until today, there was regular, on-going use of the ship channel — almost exclusively by local petrochemical industries. The development of the Barge Channel cut off Todville Road and a natural drainage path toward the west end of the channel. The upstream end of the channel through the site was rectified and became Ditch `F'. In addition, new channels contributing to Ditch `F' were cut to provide drainage for future development. For the past 25 to 30 years, the site has been used primarily for grazing the cattle of local ranchers who leased the property from the PHA.
