Urban freeway carries large parts of traffic flow in cities. A new coordinated control model was proposed to solve the problems of the gap between infrastructure capacity and traffic demands in bottleneck areas resulted from traffic accidents and construction activities. We consider the priority for vehicles on the ramps and the mainline of bottleneck zones upstream. Results show that the proposed coordinated control model can effectively improve the total traffic throughputs and the average travel speed. The total traffic throughput was improved by 2.9% and the average travel speed was reduced by 7.6%.
