According to the characters of the homogeneous macroscopic fundamental diagram (MFD), we establish a macro estimation model of energy consumption, combining the basic control parameters of signal intersections and section, to reduce travel time and fuel consumption of vehicles in congested areas. Further, a bi-level optimal control model is established for boundary signal of the congestion area. A solution algorithm based on the adaptive breeding chaotic swarm optimization algorithm based on immune selection (ICPOS) is presented. Finally, the simulation results show that: (1) in this paper, the bi-level optimal control model not only can increase the capability of evacuation, but also can reduce the fuel consumption of vehicles during the congestion time; (2) the energy consumption optimal control method can also effectively improve the balance of network density; and (3) the boundary control for congested areas can reduce congestion during rush hours and improve the evacuated ability of the network.
