The ability a dry pavement surface, rather than the sliding tyre traversing it, to limit the level of friction generated during locked wheel skidding was first postulated in 1944. Unexpectedly low levels of dry friction were encountered during emergency braking on a hot-rolled asphalt (HRA) during the investigation following a multiple fatality on a UK Motorway in 1985. Low levels of dry friction during non ABS emergency braking on modern negative textured surfaces were then investigated in the Netherlands in the mid 1990s and in the UK in 2001. By studying thermal images and deceleration data collected during simulated emergency braking events, much has been learnt about the possible mechanism responsible for a phenomenon recently termed `bituplaning'. A poor response in terms of road user behaviour to the presence of the "slippery road" warning signs commonly used in the UK to alert the driver to potential problems may add to the call for a radical rethink by highway engineers of the common assumption that uncontaminated highway surfaces can only be "slippery when wet" and the risk it can pose to drivers attempting emergency braking manoeuvres in NON ABS equipped vehicles.
