The Port of Tacoma 2010 Study identifies major development along the Blair Waterway to meet future container cargo shipping demands. The need to widen the Blair Waterway was identified as critical to allow the next generation of container ships access to the full length of the waterway, to facilitate expansion of an existing terminal at the head of the waterway, and to develop future marine terminals adjacent to the waterway. The project included dredging over 2 million cubic yards of material at two separate locations. A key component of the design included reclaiming enough of the dredged materials to raise the elevation of an adjacent Port-owned property in preparation for future marine terminal development. This paper describes the technical challenges associated with the project, including demolition, tenant relocation issues, material handling, excavation/filling sequencing, and project phasing.
