With the continuous development of its economic society, car ownership in Xi'an keeps growing; as a result, there has been a strong push for "green travel" to promote "transit trip" and bicycle travel. Based on the increased use of bicycle travel, this paper studies the benefits of creating a bike sharing system in Xi’an. This paper presents the benefits for residents in Xi’an for using a point-to-point bike rental station. Furthermore, the paper presents a bi-level programing model, which minimizes the regional travel and construction costs of implementing a bike sharing system and provides the foundation for the construction of a bike sharing system and regional slow-traffic system in Xi’an.
