The equity of road resources distribution in the urban area can be described by models of competitive relationship among the road users who take the different transportation modes. A two-specie model is established and the relationship between them is discussed by checking the balance points and their stabilities. The definition of the equity of road resources distribution is given: A simple case about the competition between private cars and buses is calculated, in which the mechanism and the effect of bus lane policy are discussed. Finally, a general form of the effect of economical and policy approaches on the resources distribution is added into the competition model.
