As coastal cities grow in population size and higher demands are placed on cargo delivery and cargo capacity, port authorities, port owners, and port operators face increasing challenges to meet these demands while minimizing the impact to their increasingly urbanized environment. At Neptune Bulk Terminals Ltd. (NBTL)’s dry bulk export terminal in North Vancouver, Canada, an ambitious expansion plan to increase the terminal’s throughput capacity by 140% faced extensive challenges including an unyielding and congested site footprint, the division of the terminal site into sub-lot properties among different shareholders, internal and external bottlenecks, and strict permitting requirements from the regulatory authorities. Innovative measures were required to address these constraints, including improving the flexibility of the receiving system, establishing bypass routes to avoid bottlenecks, adding redundancy and automation to improve operational efficiency, replacing equipment with higher throughput upgrades, and developing emissions reductions and monitoring strategies to satisfy the permit requirements. As demonstrated by the NBTL expansion, contemporary terminal design must not only accommodate the needs of the terminal owner and operator, but also those of the neighbouring communities.
