This paper focuses on probe-based queue length estimation for congested arterial roads. Queue length and the portion of non-stopped vehicles have a strong relationship since the latter will decrease as the former increases. The proposed model is based on this relationship and has two steps. The first step is the estimation of the portion of the non-stopped vehicles using link travel time data from a few probe vehicles’ data. The second step is the estimation of the queue length using the portion of the non-stopped vehicles. The proposed model is evaluated by simulation data and the estimation errors are shown at different market penetration levels of probe vehicles.
