Based on the application of congestion cost assessment methodologies, the congestion cost calculation process was analyzed, and the construction of calculation models was deduced. In accordance with the database of city transportation operations status and Statistic Yearbook 2010 in Beijing, the social cost of traffic congestion was calculated. The result shows that traffic congestion cost approximately 58 billion Yuan RMB (4.22% of GDP) in Beijing in 2010, including time delay cost, extra oil combustion, traffic accident direct economic loss, vehicle loss cost, and environment pollutants. The proportion of GDP is higher in cities of the same scale, such as New York, London, and St. Paul. Most of the congestion cost comes from the cost of time delay, which accounts for about 82% of total traffic cost. Drivers and passengers of cars pay more congestion cost than bus passengers.
