The Maryland Transit Administration (MTA) is embarking on a unique procurement of a replacement for the Metro system now beyond 30 years of age. The replacement will include both train control and new railcars under one contract with performance based requirements that will allow the supplier industry to offer creative alternatives to meet the objectives. The important technical requirements will help illustrate the project objectives, along with a discussion of the MTA goals for the project. Each element of the total scope of the project is addressed including a central feature of the project, the requirement for a communications based train control (CBTC). The implementation and cut-over of the new train control system while maintaining service is discussed. The approaches to maintaining operations and granting access to workers is included as part of a strategy to develop the right concessions of system service versus job-site access.
