Only through road infrastructure development and enhancing trade and investment in development can the economy grow. Based on analysis of the comprehensive traffic of the Ningxia Hui Autonomous Region, this paper establishes the GM (1, 1) model based on the freight volume of Ningxia from 2012 to 2016 following the implementation of the Belt and Road strategy. The model is then tested and the freight volume of Ningxia in 2017–2020 are forecasted. The results show that the model is effective and applicable, and the predicted value is of reference value. From the regional freight volume it can be determined that the Belt and Road Initiative will achieve fruitful results.
