In terms of emergency solutions to sudden occasions occurred in the railway transportation, the multi-intelligent model is introduced to model the passengers, emergency vehicles, and railway terminals so as to make analysis and predictions on the passenger volumes in the railway. For this reason, the passenger volume matching is proposed in terms of the emergency vehicle organization. The paper conducts the visual simulation toward the emergency under ArcGIS software and makes the evaluations toward the effect metrics, including the mean delay times, the mean occupancy rates of emergency vehicles, and the total volumes of passengers. Finally, the paper provides corresponding technology and solutions to optimize the organization of the emergency vehicles.
