To determine if the current Savannah River navigation channel can accommodate the future fleet of vessels associated with the new Jasper Ocean Terminal (JOT), it was necessary to understand the characteristics of services that could potentially call on both the Port of Savannah and the Port of Charleston in the future. The demand for a new terminal is the genesis for a study which was prepared using an approach that incorporated regional inputs, including commodity estimates, census parameters, and the current world trade paradigm. The approach effectively validated the analysis of the channel without incurring major risks requiring recreation or modification of accepted assumptions used by the U.S. Army Corps of Engineers (USACE). The USACE Economics Group ran numerous alternatives in HarborSym to effectively stress the modeled channel’s limitations. This gave the team a good understanding of what parameters were and were not elastic in the system. The conclusion is that although the Savannah River Navigation Channel will benefit from modifications in the future, the primary driver for vessel turn time as vessels become larger will be terminal productivity.
