The distribution of the vehicle speed directly affects the safety level on the freeway; therefore, it is important to study the distribution characteristics of vehicle speed for freeway traffic safety. Based on the factors which influence the vehicle speed distribution, a reasonable survey was created to measure the hybrid vehicle speed on the general sections and sub-confluence of the freeway. Statistical description and logistic regression analysis were used to explore the relationship between vehicle speed distribution characteristics and influencing factors. The analysis showed that the main determinants were location and weather. Finally, the probability of selecting the speed range for different vehicle modes, under specific situations, was calculated based on the Logistic regression, and then some speed limit methods are proposed.
