The object of passageways locating in the planning of urban underground expressway is to meet all needs under the given objective function within service capability. However, the existed depot choice model didn't take into account the service capability. According to the principle of maximum depot efficiency, this paper presents an improved depot choice model under the condition of capacity restraint. Formulations are given and a numerical example is proposed to illustrate the feasibility of the improved model. The results show that the improved model can get the optimal locating of passageways which are dispersible in the whole network. So the locations can serve the demands in the maximum zone and lead the demand to transfer in space.
