The aging population will bring severe pressure and challenge to the transportation system of China. In this paper, based on the findings “the Household Travel Survey of the elderly and the in-depth interviews with elderly in Anting, Shanghai in 2013”, the key to solving it is to solve short-distance travel problem for the elderly. We found more than 1/3 seniors used scooters instead of their potential motorized travel demand. We established the short-distance travel for the elderly in scooters / bus Logit choice model and analyzed the characteristics of short-distance travel. The empirical results indicate owing scooter, age, travel times, family income, and living with a partner influence the senior’s choice. Our conclusion is that only by promoting the coverage of buses and comfort of bus trips in regards to the characteristics of the elderly can meet huge travel demand of aging population in the future.
