This paper focuses on the problem of passenger distribution when transportation supply changes between two places by using the evolution game model according to the passenger volume characteristics, and the travelers' behavior. Choice balance on different transportation modes under game balance circumstances is determined. The congestion bottleneck model is used based on principle of route balance to form a model of travel expense with regard to departure time choice. The distribution principle of travelers under balanced conditions is determined from the model combined with the game balance conclusion.
