With insufficient parking spaces in central business districts, cruising for curb parking is a serious phenomenon, which causes time and fuel consumption, affects dynamic traffic, and aggravates urban traffic problems. Based on a traffic video and questionnaire survey of curb parking at Beijing’s Youshige Commercial Center, this paper analyzes cruising for parking and obtains its influencing factors. The Logit model of curb parking location choice is established to analyze the parking behavior under two scenarios. It shows that parking occupancy has great impact on drivers’ parking decisions. Most vehicles seek to park close to their destination. Finally, an agent-based model is used to simulate cruising behavior for curb parking. Based on the results, this study explores the influencing factors and traffic policies of cruising for parking, and finds that average cruising time reduces significantly when information is provided. This research can inform policy recommendations for improving parking efficiency or alleviating regional traffic congestion.
