The objective of this paper is to take two typical highways as examples to discuss the applicable principles for the Barrier System and the Closed System which are currently applied to the most toll collection systems of Chinese highways. For the first step, this paper picks out two typical highways from Xinjiang Uygur Autonomous Region highway network. The first highway is the Tulufan to Urumqi (TU) highway whose toll collection system applies the Barrier System. The second highway is the Heshuo to Korla (HK) highway whose toll collection system implements the Closed System. For the second step, this paper analyzes the historical data on the toll systems of these two highways respectively, including the cost of construction and management which was spent on the toll collection system before the year of 2005, the historical data of traffic volume and every year's total charges of these two highways. Based on these data, this paper forecasts the traffic volume, total charges and management cost about these two highways by applying several kinds of forecasting model comprehensively. Fully considering the influence of time value of funds, this paper analyzes the difference of economic benefit between these two types of toll mode. At the end, several applicable principles for the Barrier System and the Closed System are concluded respectively by taking synthetically economic analysis, considering the traffic flow characteristics of these two highways. The initial data of this paper comes from the research report—Toll Collection Technique Research on Xinjiang Uygur Autonomous Region Roads, which is the key research for the Department of Transport of Xinjiang Uygur Autonomous Region.
