Aimed at the defect of the expressway socioeconomic evaluation method based on neural network and fuzzy synthetical evaluation method, a new evaluation method based on rough-set-neural-fuzzy system has been proposed. The model makes use of rough-set theory to extract initial rules from data sample, and transfer the rules into If-Them form; then fix on the architecture and initial parameters of neural-fuzzy system. To avoid meaningless parameters, the system parameters are adjusted by the "generate algorithm with control". According to experiments, this model runs over faster than the normal Mamdani neural fuzzy system, the sample-recognizing rate reaches 100% and can also avoid meaningless parameters.
