Over the last several years, the Port of Long Beach has initiated the design and construction of numerous shore-to-ship power (SSP) projects in order to reduce exhaust emissions from container vessels and to meet upcoming California Air Resources Board (CARB) regulations. Implementing construction of SSP improvements within an operating terminal is always challenging. Successful installation of these projects requires a high level of commitment and coordination from all project stakeholders, including:the Port (owner), Terminal Operators (tenant), shipping lines calling at the terminal, the utility provider, regulatory/permitting agencies, designers, and contractors. This paper explores the design and installation of SSP at Pier A, an active terminal. It also discusses the way the project contract documents addressed the need to maintain operations during construction, both at the wharf face and within the yard.
