The Port of Portland required an independent technical opinion on sedimentation at the Port's Berth 501, Terminal 5, Willamette River. Terminal 5 is located on the east bank of the Willamette River, approximately 0.8 kilometers (half a mile) upstream from its confluence with the Columbia River. This confluence with the Columbia is located approximately 160 kilometers (100 miles) from the Pacific Ocean. At issue was whether riverbank erosion was contributing to sedimentation in the terminal's ship and barge berths, or whether the maintenance dredging was contributing to riverbank erosion. The Port selected GRI, a Pacific Northwest geotechnical firm, and Parsons Brinckerhoff Ports & Marine Group to evaluate the situation using historic data, limited site investigation, and the key investigators' experience. The scope of work included a site examination, limited sediment sampling and grain size analysis, review of existing information, engineering studies, and preparation of a report.
