With the accelerating industrialization and urbanization in China, the pressure on resources and environment is serious. To promote development of low carbon, to alleviate the pressure on resources and environment, improve the quality and efficiency, developments in a new direction are being conducted. Rail transit as a public transport system is an important part of urban transportation, called aorta. Low carbon economic development is the most effective booster for the public transport system. Rail transit has several advantages namely environmental protection, energy saving, "green traffic". A vigorous development in rail transit consequently promotes the development of effective ways of using low carbon and also improves the ability of testing and aids in government's control in urban transportation system. At present, rail transport priority strategy is chosen as the consensus for urban development in nearly thirty cities has been implemented. Since 2006 Xi'an subway construction has been in full swing and was began after the fourth anniversary of the first line. For nearly six dynasties the geographical center of China was Beijing and Shanghai, Xi'an has been approved as a center. A third country as an international metropolis would become the future "triangle". for the development of metropolis circle and super speed the prospect of the rail transit as public transport is required. This is essential for passengers that are 50% of the population. The rail transit system can certainly make Xi'an, the third international metropolis in the next 10 years. All that is to be followed is the Chinese practice of urban rail transit construction. Subways and light rails reflect the current high science and technology development level, and solve the fundamental problem of urban public transportation. Xi'an subway's sustainable development from being a historical city to a future metropolis has important significance.
