The primary objective of this paper is to comprehensively exploit and optimize internal and external traffic management strategies based on the macroscopic fundamental diagram (MFD) in congested urban road network. Using taxi GPS data and field data of Tianlin Shanghai, a microscopic simulation model with dynamic assignment module is established. First, this paper explores the network internal optimization strategies concluding the intersection channelization optimization and signal timing optimization. To further improve the network efficiency, the network external traffic management strategy of boundary upstream intersections-based feedback control is designed and combined with the internal optimization scheme. The results show that the network internal optimization strategies are useful but not enough to avoid the occurrence of congestion. Integrating the internal optimization strategies and the network external perimeter feedback control strategy, an ideal control performance that the network is kept working at its critical state can be achieved. Providing a comprehensive traffic management strategies optimization method, this work can be applied to real-time traffic management practice. A further study will concentrate on the dynamic coordination of the internal and external signal control schemes.
