The Massachusetts Port Authority’s (Massport) Paul W. Conley Container Terminal is in South Boston, Massachusetts. Conley Terminal is the largest container terminal in New England. In 2014, Massport began the Conley Terminal Modernization Program (Program), an $800 million investment into the infrastructure of the Port of Boston. The Program included the rehabilitation of the two existing berths at Conley Terminal (Berths 11 and 12) and the construction of a new deep-water berth (Berth 10). Massport, in agreement with the United States Army Corps of Engineers (USACE), sponsored a program to deepen the main ship channel into Boston Harbor. As part of this partnership, Massport committed to providing two Berths with a minimum berthing depth of 50″. One of the berths was to be new construction (Berth 10), and the other was the existing Berth 11. During initial site investigations for the rehabilitation of Berth 11 and construction of Berth 10, shallow rock was encountered. This shallow rock quickly turned a dredging project into an underwater rock removal project. Due to its risk of impacts to marine life, underwater rock removal requires a much higher level of scrutiny from environmental regulators. Extensive studies and mitigation strategies were required to minimize the overall impact of the project on the marine environment. Additionally, due to the rock’s proximity to existing structures, constraints were required to limit the vibrations generated from underwater blasting, and prohibitions were required on the use of explosives to fracture rock near existing structures. As such, a combination of blasting and mechanical rock removal was required to advance the various projects of the Program in this location. This paper will discuss regulatory permitting as well as design, construction, and final certification of berth depth.
