Based on classical traffic flow model, a method to evaluate and analyze the influence made by the imbalance between development of urban road and increase of vehicles was put forward. Then with an example of Beijing city, the influence of the imbalance of development on traffic state was calculated through Paramics software. The results can be used as relevant correction coefficients in the evaluation of urban ITMS social benefits to make the evaluation result more objective and accurate.
