Road safety audit is gradually developed by the practice of road design and operation, and it is regarded as one of the important methods for effectively preventing and reducing traffic accidents. Carrying out safety route alternatives and large-scale structures alternatives at the preliminary design stage, people are able to convert passive safety audit into active one as well as increase the road's safety quality for the entire life cycle. However, in the previous preliminary design, the emphasis of methods and parameters were put on the quantities, project cost, traffic capacity and other aspects, the degree of attention on safety was limited. Equipped with a lot of engineering practice, the authors find that the safety indirect benefit can be measured by score on the safety audit checklist, and the direct benefit by construction fees. Based on the idea, the paper proposes a safety route alternative method based on cost-benefit ratio. By case study the authors prove that the proposed method can select the best proposal regard to safety aspect, and provide design reference and basis for selecting alternatives at the highway preliminary design stage.
