Under conditions of Cooperative Vehicle Infrastructure System (CVIS), the roadside control unit can obtain real-time road traffic conditions and intersection signal phase information. It can guide vehicles to adjust their speed reasonably and perform active traffic signal control based on vehicle operating status information, so as to improve traffic efficiency at intersections. In this research, a set of speed guidance systems were designed and developed under the condition of CVIS, which comprehensively considered different road traffic conditions and different application stages, and used msp430 as the hardware platform. The intersection of Shuanglong Avenue and Jiyin Avenue in Nanjing City was used as the research object, and the secondary development for model simulation was accomplished through the COM interface of VISSIM. The simulation results showed that the travel time of a single vehicle and the overall delay at the intersection were both reduced as a result of vehicle speed guidance.
