Although the water projects in China are first class in quantity, type, construction technique and experience, the safety control technique relatively lags. The management level does not match the construction level. The existence of many dangerous projects and the construction of extra large scale water projects demand the establishment of a safety assurance system which focuses on water engineering health and early warning to find the engineering abnormality and the hidden dangers in time. Firstly, this paper reviews the current situation of study on hydraulic engineering safety. Based on dangerous projects and the safety of large scale water projects, the conventional philosophy on water engineering safety is changed. The development trend of safety assurance technology is introduced in aspects such as basic theory and analysis method, monitoring, inspection and experimental instrument, new material and technology and so on.
