This article using the E-R model and 3NF (third model Form) and so on the database standardized design methods, synthesizing railway transportation department's application request, through to constructs on passenger train plan decision support system in the railway to carry on the database demand analysis. In the conceptual design stage concept pattern forms independent in the SQL Server. In the logical design stage the E-R chart is transformed to the concrete database model support by SQL the Server (i.e. relational model) and essential view is established to forms the database the outline template type in the basic model foundation; In physics design stage, according to the SQL Server characteristic and the processing need, carries on the physical memory arrangement, establishes the index and so on, the backstage database is obtained which corresponds with the system onstage application procedure. This design method once applied to the design and development of the passenger train plan decision support system based on the railway bureau network, and has obtained the good effect.
