Urban traffic evaluation is a complex systemic progress. In this quantitative evaluation of urban transport system, according to principals for system evaluation, based on system engineering analyses way, uncertainty multi-attribute method is utilized to summarize and advance a set of evaluation indices system, which includes four parts and consists of 31 evaluation indices together. Given the initial evaluation matrix which is lack of some information, and hybrid information matrix which reflects fuzzy and uncertainty circumstance, separately, different ways are used to calculate weight values for initial incomplete matrixes, that is auxiliary matrix method and linear goal minimizing the difference method, then all the index values are combined together by weighed algebra average and combined weighed algebra average operators, till to achieve the transport development synthetic index value and then evaluate. Finally it gives a calculating evaluation example of a small satellite town, which shows that the method is scientific, objective, and feasible.
