Inland waterway transportation plays an essential role for the development of the nearby economy. The Maritime Safety Administration (MSA) shoulders the responsibility to maintain waterway transportation safety. This paper focuses on the assessment of safety management performance of MSA with Belief Rule-Base (BRB) methodology. At first, a novel generalization of BRB theories is introduced in detail. The improved model can deal with fuzzy BRBs successfully. Then the improved model isused to assess the performance of one MSA in China during the years 2007-2011. The results show that safety situation was becoming better during the years 2007 and 2010, which reflects that MSA's performance was improving to a large degree. The results also show that novel method is more reasonable than a traditional method, which treats all experts' grade standards equally.
