Oversaturated traffic flow is one of the important factors leading to traffic congestion. In this paper, we proposed an oversaturated traffic flow simulation model, which can analyze the status of traffic flow under oversaturated condition based on cellular automata model. We compared simulation result with field-study data in Nanjing, by confining the comparing error to the acceptable range which proves the effectiveness of the proposed model. Findings show that the proposed model can reproduce the lane starvation phenomenon when oversaturated traffic flow has been loaded. The model is expected to provide the theoretical basis for urban active signal control.
