In order to saving the fund used for rebuilding, it is request to repair and strengthen the deteriorated bridges firstly. In the design program for old bridge strengthening, it is not enough to estimate the safety level of the strengthened bridge quantitatively if only calculate the ultimate resistance. In this paper, several strengthening programs of highway RC beams with carbon fiber reinforced polymer (CFRP) texture based on the time-dependent reliability theory are discussed, and according to the acceptable minimum reliability index, the residual life of every program is predicted can be determined. With this method, we can make a reasonable design according to a specific safety level and a known anticipate life, so that the limited maintenance fund can be used the most effectively.
