The paper presents studies that enable us to correctly determine the place of the widely used concept of a local particle balance, or ionization equilibrium in the gas discharge plasma. It is shown that it is physically impossible to have a local particle balance in any kind of discharges from the lowest to atmospheric pressures; the fact that this concept has been in use for a century can be defined as the time tribute. Since the ionization equilibrium underlies the known models of the gas discharge plasma instability and its contraction, the paper introduces and provides experimental grounds for a previously unknown hypothesis concerning the reason of contracting the quasi-neutral discharge part at the very initial stage, far from the transition to its thermalized form. The view on fundamental processes in a gas discharge represented in the article allows us to believe that in the nearest future there will be the Renaissance of the powerful gas-discharge technology, in particular, it will allow creating megawatt-level gas lasers.
