This paper describes a reliability and maintainability research program which has had as its goal the development of methods for quantitatively specifying, measuring, and predicting reliability and maintainability from component part through system level. It also covers the development of techniques which would permit the designer of a circuit, equipment, or system to achieve a given reliability or maintainability level. It is shown that quantification of reliability and maintainability paves the way for the development of a more comprehensive figure of merit to describe a total system, known as “system effectiveness.” The paper is logically divided into three sections covering the areas of reliability, maintainability, and system effectiveness; it deals with what has been done and what has yet to be done in each of the areas.
