The Department of Defense should establish a state partnership between Taiwan and the National Guard of the United States in collaboration with the Department of State to encourage stability in the western Pacific region and deter aggression from the Peoples Republic of China. First, a partnership would foster interoperability between the active and reserve forces of Taiwan, the U.S., and others in the region. Second, it would broaden both partners professional and technical capabilities. Finally, and arguably most importantly, a state partnership would develop enduring personal relationships.
