The purpose of the Proposed Action is to replace the T-37 aircraft and associated ground-based training system used in Specialized Undergraduate Pilot Training (SUPT) at Columbus AFB with the Joint Primary Aircraft Training System (JPATS). The JPATS includes the T-6 aircraft, which is a higher performance and more modern aircraft than the T-37, and a ground-based training system consisting of aircraft simulators and academic courseware. The T-37 aircraft has shortcomings in performance and design, training effectiveness, safety, and supportability. Production of the aircraft began in 1952 and ended in 1968. As aircraft are lost to attrition, they cannot be replaced. This EA evaluates the Proposed Action and the No-Action Alternative. Under the No- Action Alternative, the T-37 aircraft would continue to be used in the SUPT program. Resources considered in the impact analysis were: airfield and airspace operations (to include bird-aircraft strike hazard and safety); noise; land use; air quality infrastructure and utilities; biological resources; hazardous materials and wastes; and environmental justice.
