In September 2009, the Federal Aviation Administration (FAA) received the RTCA’s Task Force 5 Final Report on Mid-Term NextGen Implementation, containing recommendations concerning the top priorities for the implementation of NextGen initiatives. A key component of the FAA response to the RTCA recommendations was the formation of teams leveraging FAA and Industry Performance Based Navigation (PBN) expertise and experience to expedite implementation of optimized airspace and procedures. Optimization of Airspace and Procedures in the Metroplex (OAPM) is a systematic, integrated and expedited approach to implementing PBN procedures and associated airspace changes. OAPM was developed in direct response to the recommendations from Task Force 5 Final Report on Mid-Term NextGen Implementation on the quality, timeliness, and scope of metroplex solutions. OAPM focuses on a geographic area, rather than a single airport. This approach considers multiple airports and the airspace surrounding a metropolitan area, including all types of operations, as well as connectivity with other metroplexes. The OAPM initiative is intended to enable accelerated development and implementation of beneficial PBN procedures. The OAPM process is made up of five phases: Study, Design, Evaluation, Implementation, and Post Implementation. This Executive Summary describes the Design Phase, while Appendix A, Proposed Final Design Submission Packages, provides the detailed designs that will be carried forward to the Evaluation Phase.
