The proposed project would involve construction of a two-lane highway through a three-county area, connecting U.S. Route 76 near Anderson and U.S. Route 276 near Laurens. The facility would be a four-lane divided highway featuring control of access. The highway is necessary to provide fast and safe control of access travel between the Anderson area and the South Carolina midlands. Requirements for taking some farm and timber land for construction of the freeway would be unavoidable. Increases in noise and air pollution by traffic using the freeway could not be avoided. Some siltation of streams and rivers in the area would result from the amount of raw and erodable earth exposed during the construction process, and because of the limits as to the extent of erosion control methods which could be implemented.
