Provided is a flight control device that performs flight control processing for causing a local machine to fly. When the flight control device predicts a collision between the own vehicle and the counterpart vehicle, the flight control device performs discovery and avoidance processing as a result of the risk of collision being found. In a step (S304) in which the flight control device finds avoidance processing, the flight control device sets the priority of the own aircraft and the counterpart aircraft for collision avoidance. When the priority of the counterpart aircraft is higher than the priority of the own aircraft, the flight control device (40) directly terminates the discovery avoidance process due to the collision avoidance flight of the counterpart aircraft. On the other hand, when the priority of the local aircraft is higher than the priority of the counterpart aircraft, the flight control device changes the flight route of the local aircraft to the collision avoidance route in step S404.
