The invention provides a steamship propelling system and a steamship, and relates to the technical field of ships. The steamship propelling system comprises a water pumping assembly and a pressurized spraying power assembly, the water pumping assembly comprises a water pump and a water inlet pipe, and the water pump and the water inlet pipe are mutually connected and used for pumping external fluid through the water inlet pipe. The pressurized spraying assembly comprises a water outlet pipe and a pump spraying propelling mechanism, the water outlet pipe is in fluid communication with the water inlet pipe, and the pump spraying propelling mechanism is arranged on the water outlet pipe and used for pressurized spraying. According to the steamship propelling system, fluid at the bow position can be pumped through the water pumping assembly to reduce resistance, fluid jetting is achieved through the pressurized spraying power assembly, namely, water is sucked in through the front end, high-speed/high-pressure water flow is jetted after pressurization, and therefore the hull is pushed through the jet flow counter-acting force of a nozzle. The steamship propelling system has the advantages of being simple in structure and high in transmission efficiency, and meanwhile the steamship propelling system is not provided with propellers, cannot cause harm to organisms and has good safety.
