The OECD paper ‘Automated and Autonomous Driving: Regulation under Uncertainty’ identifies two major routes to automation. These include: something everywhere, and everything somewhere. Although vehicle manufacturers seem to see a single paradigm for their automated vehicles, the vehicle is just one actor in a controlled driving paradigm, and a controlled actor at that. The past decade has shown significant progress in the provision of intelligent transportation systems (ITS) services, and cooperative‐ITS (C‐ITS) services await only agreement on the carrier technology for first‐generation systems. The C‐ITS Platform recognised the SAE J3016 levels of automation, and formed the recommendation that next steps should be focussed on getting on with actually delivering day 1/1.5 services rather than eulogising about the long‐term potential. As elements of the transport system become increasingly interconnected, a holistic approach is needed in order to intermesh and enable complex interactions among different players such as vehicles, drivers, infrastructures, policies, citizens, energy, economy and environment.
