This chapter discusses the interactions of actors around freight transport and enriches the vision of freight stakeholders and their involvement in the process of building urban freight transport policies. It focuses on the analysis of the social subsystem underlying the urban freight transport system; not on evaluating transport policies themselves, but the process underpinning policy making. The chapter provides a comprehensive analysis of the governance in Lyon with elements of other French metropolitan areas. The analytical framework shows the strengths and weaknesses of the urban freight policy making. Participation of the various elements of framework in the decision‐making process is examined to measure the construction of the freight policy in Lyon. The data collection method is efficient to emphasize the obstacles of the policy‐making process. The chapter studies the issues, levers/indicators and tools that are identified by the social system in order to understand the policy‐making process for each type of actor.
