This chapter provides a detailed depiction of the security issues affecting the many transportation sectors, offering both a national and global perspective. It begins with an overview which includes the National Strategy for the Physical Protection of Critical Infrastructures and Key Assets. This Strategy discusses aviation, passenger rail and railroads, highway trucking and bussing, maritime, and mass transit systems. The chapter then discusses the following specific sectors individually –aviation, maritime, rail, trucking and bus – particularly the first two. It covers a number of important acts including: the Aviation and Transportation Security Act, which created the Transportation Security Administration (TSA); the Intelligence Reform and Terrorism Prevention Act concerning the security of air and maritime cargo; and HSPD 16 which creates a national strategy for aviation security. The chapter also includes the UN Convention on the Law of the Sea regarding piracy, and Maritime Transportation Security plans. The rail section includes extracts from the Implementing Recommendations of the 9/11 Commission Act, as does the bus section, as well as the TSA Final Rule partnerships. The trucking section shows how the Patriot Act limits the issuance of HAZMAT licenses to those who do not pose a security risk.
