ESA – The European Space Agency is an intergovernmental organization dedicated to the exploration of space. Based on the success of meteorological missions in Geostationary Orbit, ESA Member States decided that more missions addressing environmental issues should be prepared. The ERS (European Remote‐Sensing Satellite) program was the first ESA program in Earth observation with the overall objective of providing environmental monitoring. ERS‐1 focused on the microwave spectrum. A concept called POEM (Polar Orbit Earth‐observation Missions) was developed as a successor to ERS‐1/2 using a Polar Platform concept. However, in 1992, at the ESA Ministerial Council in Granada, Spain, it was decided to split POEM into two dedicated missions called EnviSat (Environmental Satellite), focused on environmental issues with a more research‐oriented package of essentially preoperational instruments and MetOp (Meteorology Operational Programme) devoted primarily to operational meteorology and climate monitoring in a morning orbit.
