A social survey was undertaken to assess community response to changes in aircraft noise exposure levels near Seattle-Tacoma International Airport, where a gradual decrease in aircraft noise exposure on the order of 3.5 dB occurred during the period 1989 through 1995. Telephone interviews were conducted with 1,236 residents in five neighborhoods near the airport. A structured questionnaire solicited information about community perception of both absolute noise levels and changes in noise level in the recent past. Outdoor noise exposure measurements were made in interviewing areas during the conduct of the study. The findings suggest that gradual decreases of 1.5 to 3 dB in aircraft noise exposure levels occurring over an extended period of time are not readily noticeable in airport neighborhoods. Implications of the findings are discussed in terms of the time course of changes in aircraft noise, the effect of variability in day-to-day aircraft noise exposure levels, and the insensitivity of integrated noise metrics to increasing numbers of lower level noise events.
