We discuss the various principles of steady-state and transient electromagnetic waves in sea water. Particular attention is paid to the effect of the air/sea water interface. The relative merits of electric and magnetic sensors are considered. Of special interest is the waveform distortion as the transient pulse propagates at various angles theta into the conducting half-space.
